Fellows
Tamar Roemer is a civic designer and innovation practitioner working at the intersection of local government, institutional change, and resident-centered design. Over the past eight years, she has worked on multiple innovation efforts in the U.S. and Israel and is an expert on building innovation capacity from inside city government.
Roemer was a founding member of Civix, an organization leading public-sector innovation in Israel, and the innovation lead for Hazira, Civix’s flagship national program, where she taught and mentored innovation teams and helped shape approaches to embed long-term change in local governance. Roemer has trained more than 60 city employees in practical innovation tools and designed workshops and convenings that translate design research, data, and outcomes-driven approaches into everyday public-sector practice. She was previously part of innovation teams (i-teams) in Jersey City, New Jersey, and Be’er Sheva, Israel, as well as with the Mayor’s Challenge-winning City of Netanya, Israel.
With a Master of Arts in Anthropology and a Minor in Design for Social Innovation from The New School for Social Research, Roemer brings deep listening, cultural sensitivity, and systems thinking to her work. Born in Brazil, educated in the United States, and professionally established in Israel, she works fluidly across professional and cultural contexts. As a Bloomberg Public Innovation Fellow, she will focus on the factors that enable municipalities worldwide to achieve and sustain innovation practices.
