The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) seeks a Senior Advisor, Innovation Team to join the Innovation Practice. The first of its kind in the world, the Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.

Reporting to the Innovation Director, you will play a central role in supporting and overseeing the work of multiple Innovation Teams (i-teams). You will do this by training these teams to engage residents more effectively and apply approaches such as human-centered design, crowdsourcing, and behavioral science. Successful Senior Advisors are likely to possess deep experience in successfully leading complex projects or initiatives in government or large organizations; exceptional relationship and stakeholder management skills; and the ability to balance broad, strategic thinking with disciplined day-to-day project management.

Specific Duties & Responsibilities

  • Provide direct technical assistance to i-teams in the design, development, and implementation of new services and programs.
  • Design and facilitate direct connections and collaborative learning opportunities among participants.
  • Contribute subject matter expertise to the development of training curriculum and resources.
  • Organize and facilitate on-site and virtual trainings, workshops, and meetings with government, academics, nonprofits, and other external partners.
  • Prepare reports, summaries, presentations, and other work products for dissemination to the Center’s leadership and external partners, including funders.
  • Serve as a subject matter expert and political context expert for internal collaboration with other practice areas and operational teams.
  • Identify and investigate new trends and policies affecting the practice area.
  • Collaborate on the design and execution of new program opportunities and practice offerings.
  • Contribute to internal strategy development and continuous improvement.
  • Other duties as assigned.

Special Knowledge, Skills & Abilities

  • Experience in local government, design, or management consulting.
  • A thorough understanding of the types of challenges municipal governments typically face.
  • Experience project-managing complex initiatives from design to their completion.
  • Experience interacting with senior officials from public sector organizations and supporting them in advancing complex issues and goals.
  • Ability to collect and synthesize information.
  • Ability to represent Bloomberg Center for Public Innovation and its partners before mayors and other government officials.
  • Ability to thrive in relationships with leaders in the civic sector.
  • Ability to manage external stakeholders and workflows.
  • Excellence in professional writing, public speaking and training skills.

Minimum Qualifications

  • Master’s Degree in related discipline. Typically require PhD.
  • One-year related experience. Require highly specialized advanced knowledge, education and/or training in a specialized field of study to conduct research.
  • Demonstrated ability on significant graduate project or additional doctoral education may substitute for experience to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Five years experience working in public policy, public administration, or a related field, particularly with local government.
  • Experience or familiarity with government innovation efforts, including a strong conceptual and practical understanding of innovation tools and the role of human centered design, data, and policy in the public sector.

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination.
