Codifying Rebuild: Equity for Philadelphia’s Civic Commons is one of a series of case studies by inaugural Bloomberg Public Innovation Fellow Tommi Laitio that illustrate a capabilities framework for innovative public partnerships.

This case study explores how Philadelphia codified its partnership priorities for the Rebuild program through advocacy, policy adoption, and enforcement. 

Through the Rebuild program, Philadelphia is delivering on a $600 million investment in neighborhood recreational spaces, workforce development, and local business growth in partnership with residents and strengthening its civic commons at scale. Codifying Rebuild shows how codification as a capability can turn cities’ grand ambitions into lasting change by institutionalizing commitments; enshrining public values and their delivery mechanisms; and holding partnerships accountable to shared goals.
