Communications Manager

The Bloomberg Center for Public Innovation at Johns Hopkins University (the Center) is hiring a Communications Manager to join the Communications Practice. The first of its kind global Center aims to advance the field of public sector innovation by marrying cutting-edge practice with world class research in order to transform the culture of government, deliver exceptional results for residents, and inspire trust in public service.

Reporting to the Communications Practice Director, you will lead the content and news workstream to identify and develop compelling stories, establish a strong institutional voice, and build the Center’s brand. The ideal candidate is entrepreneurial, data and outcomes driven, planner with proven experience managing content plan execution, internal and external client relationships and building and managing delivery teams.

The Center is committed to addressing structural and entrenched racism and recognizes the public sector’s role in perpetuating these legacies. We are looking for candidates committed to dismantling structural and entrenched racism and addressing these issues, both as we build a new organization and advance this work in communities.

Specific Duties & Responsibilities

Content Planning and Delivery – 65%

    • Envision, develop, and implement an effective and comprehensive long-term communications strategy in collaboration internal and external partners.
    • Develop benchmark criteria and track and evaluate the effectiveness of content strategies.
    • Collaboratively develop and advance Center’s voice and brand integrity across all platforms and media.
    • Oversee and contribute to the creation of communications and news content, including web and media relations tools.
    • Manage and advance the Center wide editorial calendar and content delivery for the Center’s brand(s).
    • Analyze and report on audience definition and engagement, marketing performance, and brand coverage and positioning.
    • Work with partners to develop and position stories.

Social Media and Digital Engagement – 20%

    • Create social media strategy with an emphasis on audience growth and development.
    • Oversees the creation of all social media and marketing content.
    • Oversee digital metrics reporting and analytics.
    • Manage strategic content performance and tools development.
    • Ensures brand visual and voice consistency across all social media channels.
    • Collaborate with stakeholders to generate ideas to drive inbound traffic and both organic and paid engagement for digital channels.
    • Monitor social channels in real-time for both engagement and quality assurance.

Brand, Outreach, and Media Relations – 15%

    • Support the develop and execution of a comprehensive brand management strategy including online and direct marketing and media relations.
    • Contributes to media relations efforts by identifying compelling or stakeholder-valued media placement opportunities; creating and maintaining relationships in media; developing and producing media advisories and press releases; and helping to coordinate media availabilities, interviews, public speaking opportunities and other opportunities for external exposure.
    • Provides consultation and advice to program leadership on a variety of strategic and communications needs.

Special knowledge, skills, and abilities

    • Highly effective verbal and written communication skills including editing skills.
    • Displays in-depth knowledge and understanding of social media platforms (Facebook, Instagram, Twitter, YouTube, LinkedIn, TikTok, etc.) and how each platform can be deployed in different scenarios.
    • Displays a working knowledge of social media tools (i.e., Hootsuite, Sprout Social, etc.) and monitoring and reporting services.
    • Experience with WordPress, Adobe Creative Suite, Canva, and Google Analytics.
    • Knowledge of regional and national print, broadcast and electronic media outlets, and social networking, including web-based and online media/information sites.
    • Stays informed of industry best-practices for performance reporting and relevant online tools.
    • Ability to organize workflow, prioritize and manage multiple projects with minimal direction, meet deadlines, think critically and creatively, and exercise sound judgment.
    • Ability to build collaborative working relationships and identify, assess, and meet diverse client needs.
    • Ability to organize workflow, prioritize and manage multiple projects with minimal direction, meet deadlines, think critically and creatively, and exercise sound judgment.
    • Ability to review data and determine trends. Ability to assist in developing action plans based on the data.
    • Ability to work independently, to assess situations and respond appropriately. Requires a willingness to accept change and demonstrate flexibility.
    • Ability to balance multiple tasks simultaneously and quickly switch between priorities.
    • Awareness of the need for timely communication, ability to identify potential barriers and strategies, and ability to synthesize and integrate information.
    • Strong written and verbal communications skills with demonstrated experience writing and editing content.

Minimum Qualifications

    • Bachelor’s Degree in related field.
    • Five years related experience.
    • Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.

Total Rewards
The referenced base salary range represents the low and high end of Johns Hopkins University’s salary range for this position. Not all candidates will be eligible for the upper end of the salary range. Exact salary will ultimately depend on multiple factors, which may include the successful candidate’s geographic location, skills, work experience, market conditions, education/training and other qualifications. Education and Experience Equivalency
Please refer to the job description above to see which forms of equivalency are permitted for this position. If permitted, equivalencies will follow these guidelines: JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
